Code of practice

Business & Property Training Qld Pty Ltd (B & PTQ) is a Registered Training Organisation registered in Queensland by the Department of Education and Training.

This code of practice provides the basis for good procedure in the marketing, operation, financing and administration of education and training services by B & PTQ. For the purposes of this Code "student" refers to any person participating in education or training delivered by B & PTQ. A "client" is a person or organisation who may enter into a contract with B & PTQ for the delivery of education and training services.

As a Registered Training Organisation, Business & Property Training Qld Pty Ltd has agreed to operate within the principles and standards of the Australian Quality Training Framework (AQTF). This includes a commitment to recognise qualifications issued by other Registered Training Organisations.

1 Legislative Requirements

Business & Property Training Qld Pty Ltd will meet all legislative requirements of State and Federal Governments. In particular, Workplace Health and Safety and Anti-Discrimination legislation will be adhered to at all times. B & PTQ upholds the application of the Privacy Act, the Copyright Act and the Vocational Education, Training and Employment Act 2000 in all of its client services.

2 Provision of Training and Assessment Services

The provision of training and assessment services at Business & Property Training Qld Pty Ltd is administered according to guidelines set down by the Australian Quality Training Framework (AQTF).

B & PTQ has policies and management practices which maintain high professional standards in the delivery of training and assessment services, and which safeguard the interests and welfare of students.

B & PTQ maintains a learning environment that is conducive to the success of students.

B & PTQ has the capacity to deliver and assess the vocational qualifications for which it has been registered, provide adequate facilities and use methods and materials appropriate to the learning needs of students.

B & PTQ monitors and assesses the performance and progress of its students.

B & PTQ ensures that teaching staff are not only suitably qualified but are also sensitive to the cultural and learning needs of students, and it provides training for its staff as required.

B & PTQ ensures that assessments are conducted in a manner which meets the endorsed components of the relevant Training Package(s) and/or accredited courses.

B & PTQ is committed to access and equity principles and processes in the delivery of its services.

3 Issuance of Qualifications

B & PTQ issues qualifications and statements of attainment to students who meet the required outcomes of a qualification or unit of competency, in accordance with all appropriate national guidelines. B & PTQ acknowledges that qualifications are nationally recognised.

4 Marketing of Training and Assessment Services

B & PTQ markets and advertises its products and services in an ethical manner and according to the requirements of the Australian Quality Training Framework.

B & PTQ gains written permission from a student or client before using information about that individual or organisation in any marketing materials.

B & PTQ accurately represents recognised training products and services to prospective students and clients.

B & PTQ ensures students and clients are provided with full details of conditions in any contract arrangements with the organisation.

No false or misleading comparisons are drawn with any other training organisation or qualification.

5 Financial Standards

Business & Property Training Qld Pty Ltd has measures in place to ensure that students receive a refund of fees for services not provided, including services not provided as a result of the financial failure of the organisation.

B & PTQ has a refund policy that is fair and equitable and this policy is made available to all students and clients through information provided in the students’ Enrolment Guide and Code of Conduct, and on the organisation’s website.

B & PTQ ensures that the contractual and financial relationship between the student/client and the organisation is fully and properly documented, and that copies of the documentation are made available to the student/client. Documentation includes: the rights and responsibilities of students, costs of training and assessment services and issuance of qualifications/statements of attainment, payment arrangements, refund conditions and any other matters that place obligations on students or clients.

6 Provision of Information

B & PTQ supplies accurate, relevant and up-to-date information to prospective students and clients.

B & PTQ supplies this information to students before it enters into written agreements with students and regularly reviews all information provided to ensure its accuracy and relevance.

7 Recruitment

Business & Property Training Qld Pty Ltd conducts recruitment of students in an ethical and responsible manner at all times. Offers of course placement are based on an assessment of the extent to which the qualifications, proficiency and aspirations of the applicant are matched by the training opportunities offered.

B & PTQ ensures that the educational background of intending students is assessed by suitably qualified staff and/or agents, and provides for the training of such staff and agents, as appropriate.

8 Support Services

B & PTQ provides adequate protection for the health, safety and welfare of students, and, without limiting the ordinary meaning of such expression, this includes adequate and appropriate support services in terms of academic and personal counselling, dependent upon the availability of appropriate resources.

9 Complaint/Appeal Mechanism

Business & Property Training Qld Pty Ltd ensures that students and clients have access to a fair and equitable process for dealing with complaints, and provides an avenue for students to appeal against decisions which affect the student’s progress. Every effort is made by B & PTQ to resolve students/clients' complaints and/or concerns.

For this purpose, B & PTQ has a complaints/appeals policy where a member of staff is identified to students as the reference person for such matters. In addition, the complaints mechanism as a whole is made known to students at the time of enrolment through the Enrolment Guide and Code of Conduct, and on the website.

Where a complaint cannot be resolved internally, B & PTQ advises students and clients of the appropriate legal body where they can seek further assistance.

10 Record Keeping

Business & Property Training Qld Pty Ltd keeps complete and accurate records of the attendance and progress of students, as well as financial records that reflect all payments and charges, and the balance due. Copies of these records are provided to students on request.

11 Access and Equity

All learners will be recruited in an ethical and responsible manner, which promotes inclusiveness and is consistent with the requirements of the curriculum, or the relevant National Training Package.

Our Access and Equity policy ensures that learner selection decisions will comply with equal opportunity legislation.

Appropriately qualified staff will assess the extent to which the applicant is likely to achieve the stated competency standards and outcomes of the course, based upon their experience and qualifications.

12 Quality Management

Business & Property Training Qld Pty Ltd is committed to providing quality educational services and products with a focus on continuous improvement. We encourage and value feedback from learners, staff, and employers for incorporation into future education products and services.

13 Client Service

B & PTQ has sound management practices to ensure effective client service. In particular we have client service standards to ensure timely response to client needs and requests as well as timely issuance of learner assessment results, statements of attainment and qualifications. These documents will be appropriate to competence achieved and issued in accordance with national guidelines.

Our quality focus includes a Recognition of Prior Learning and Recognition of Current Competencies Policy, a fair and equitable Refund Policy, a Complaints and Appeal Policy, an Access and Equity Policy and Learner Support Systems.

Where necessary, arrangements will be made for those learners requiring literacy and/or numeracy support programs. We will take every opportunity to ensure that this information is disseminated, understood and valued by our staff and clients.

Our learner information will ensure that all fees and charges are known to learners before enrolment, that course content and assessment procedures are explained, and that vocational outcomes are outlined.

14 External Review

Business & Property Training Qld Pty Ltd has agreed to participate in external monitoring and audit processes. This covers random quality audits, audits following complaints, and audits for the purpose of re-registration and changes to our scope of registration.

15 Training and Assessment Standards

Business & Property Training Qld Pty Ltd has educators who possess the appropriate qualifications and experience to deliver training and facilitate assessment relevant to the training product offered.

Assessment strategies comply with National Assessment Principles that include recognition of prior learning, recognition of current competencies, and credit transfer.

B & PTQ has policies and management practices that maintain high professional standards in the delivery of training and assessment services, and which safeguard the interests and welfare of students.

Business & Property Training Qld Pty Ltd will act in good faith to honour all guarantees outlined in this Code of Practice in order to provide quality educational opportunities and outcomes.
